Obama named a Chief Information Officer yesterday, the first for this country. If you know how to use a computer and have ever tried to do anything more complicated that find a passport application online, you know there is huge upside to taxpayers to bringing the IT infrastructure up to speed.
The following Facebook reference is partly enlightening and partly scary:

Facebook works because small group of people designed it to deliver the best user experience possible. I don't think the Federal goverment is in that business - it's not small, it doesn't deliver and is not about the user.
